After Napoleon’s final defeat, the leaders of Europe met in Vienna, Austria to discuss a peace settlement to restore stability to the continent. The major results of this meeting were establishing an economic and military balance of power and giving power back to the monarchs. The attitudes of the European leaders at the Congress of Vienna were very much a reaction to the revolutionary ideas prevalent at the time.
In 1815 the Congress of Vienna divided Europe with little regard for the nationalities of the people who lived there. By the mid 1800s, nationalist movements arose that would lead to the breakup of empires and the creation of new nations.
